Initially, the concept of "strategy" came to us from Ancient Greece. And the first written mention of the strategy appeared in the treatise "Art of War" by Sun Tzu, which is dated to the 5th century. This number of forms is due to his (Henry Mintzberg's) study of the topic of strategy and the allocation of schools of strategic management, according to which, indeed, strategy cannot be recognized as one thing. Let's try to bring all Mintzberg's notation into one definition:

A strategy is a plan based on principles of behavior, made from a position and perspective, with maneuver.

Let's start with a description of three times: past, present and future.

Definitions and approaches

The concept of "strategy" is quite general and is not always understood in the same way. Strategy can be seen as a kind of framework that delineates the boundaries of future goals, and thereby determines the decisions that must be made.

Obviously, a strategy should contain a vision for the future and a set of goals. However, it is clear from the definition that vision or goals are necessary but not sufficient attributes of a strategy. A goal can be associated with many ways to achieve it. Strategy imposes restrictions on how you achieve your goals. The basis of an effective strategy: those responsible for achieving the goal must see a limited set of ways to achieve it, understand what is the most important immediate task. "Missions" and "values" are not strategies. They can be part of the strategy, even define its "style", but the strategy cannot be limited to them.

An IT strategy articulates a clear mission, vision and goals, creates options for achieving these goals and defines a plan for achieving them.

In addition, the strategy should define a plan for achieving goals. It should show how the company will change on the way to the set goals. In this part, strategy is combined with tactics. Unlike strategy, tactics are already concrete decisions and ways that are aimed at achieving goals. It is necessary to pay attention to this, since in Russian practice, the strategy is often understood as tactics - a specific project development plan. But a strategy is not a collection of projects. Such a project development plan can be part of the strategy, however, as an additional, not its main content. Moreover, Gartner experts recommend dividing the planning of IT systems development into two separate documents - "IT strategy" and "Project implementation plan".
