Organizational strategy, content and examples

So where is the standard? Where is not just a dry definition, but a definition with content? Not reflections on the topic: “the strategy is so, but it may also be so, there is an opinion that this is so, etc.…”? Let's figure it out:

Concept of strategy

Initially, the concept of "strategy" came to us from Ancient Greece. And the first written mention of the strategy appeared in the treatise "Art of War" by Sun Tzu, which is dated to the 5th century. BC e. Later, the term "strategy" was used by Caesar and Machiavelli, but, again, for military purposes. It was only in the 20th century that the term began to be applied to organizations.

Let's consider its options. To begin with, let's turn to ISO standards - quality management system, or rather to their terminology:

1. Strategy is a planned activity to achieve a goal.

2. A strategy is a logically structured plan or method to achieve goals, especially over a long period of time.

However, there are some thoughts by Henry Mintzberg on this topic.

In his opinion, the strategy may look like • Plan; • Principle of behavior; • Position; • Perspective; • Maneuver.

This number of forms is due to his (Henry Mintzberg's) study of the topic of strategy and the allocation of schools of strategic management, according to which, indeed, strategy cannot be recognized as one thing. Let's try to bring all Mintzberg's notation into one definition:

A strategy is a plan based on principles of behavior, made from a position and perspective, with maneuver.

Here's another reflection from the classic of strategic management A. Chandler:

Strategy is the definition of the main long-term goals and objectives of the enterprise and the approval of the course of action, the allocation of resources necessary to achieve these goals

If a business does not develop, it degrades. This is true for humans too. Because the world around us is changing, and even to keep the positions already occupied, we have to change along with the world.

How to start developing a strategy for a construction company

Let me remind you that this is an easy way, so we will not bother with all sorts of clever terms and concepts.

Let's start with a description of three times: past, present and future.

Past

You can ask a quite reasonable question: "Dmitry, this is a development strategy, why should we dig into the past?"

In part, I agree with you, because I believe that the past should not determine our future.

But in most cases it defines. At least, it affects the present, which, in turn, is the foundation for building the future.

So you have to think about the past.

Looking into the past allows us to find mistakes and question what we believe in, without thinking or asking ourselves: "What the hell is it that makes us believe this?"

At some point you make the wrong decision with delayed consequences. And you continue to do what you decided to do. Because they never did it differently.

An IT strategy is needed. It is needed by company leaders to determine the current situation in IT and set a goal, as well as control the movement towards this goal. An IT strategy is needed by company leaders to make IT activities transparent and to minimize misunderstandings: where and how IT is developing. It is needed by the heads of departments of the company (and other interested managers) in order to know what is happening in the IT field, and thereby establish effective communication. An IT strategy saves managers' nerves and time, because they understand why certain decisions are being made. The CIO needs an IT strategy to:

  • clearly understand his goals and objectives in the company;
  • fix the limitations and opportunities that he has in achieving his goals;
  • be able to make tactical decisions;
  • show your IT Pros where to go and motivate your team.

IT strategy is necessary for IT staff to understand the goals and end result of their work.

- Where do you want to go? - answered the Cat.

- Then it doesn't matter where to go, - said the Cat.

Definitions and approaches

The concept of "strategy" is quite general and is not always understood in the same way. Strategy can be seen as a kind of framework that delineates the boundaries of future goals, and thereby determines the decisions that must be made.

Obviously, a strategy should contain a vision for the future and a set of goals. However, it is clear from the definition that vision or goals are necessary but not sufficient attributes of a strategy. A goal can be associated with many ways to achieve it. Strategy imposes restrictions on how you achieve your goals. The basis of an effective strategy: those responsible for achieving the goal must see a limited set of ways to achieve it, understand what is the most important immediate task. "Missions" and "values" are not strategies. They can be part of the strategy, even define its "style", but the strategy cannot be limited to them.

An IT strategy articulates a clear mission, vision and goals, creates options for achieving these goals and defines a plan for achieving them.

In addition, the strategy should define a plan for achieving goals. It should show how the company will change on the way to the set goals. In this part, strategy is combined with tactics. Unlike strategy, tactics are already concrete decisions and ways that are aimed at achieving goals. It is necessary to pay attention to this, since in Russian practice, the strategy is often understood as tactics - a specific project development plan. But a strategy is not a collection of projects. Such a project development plan can be part of the strategy, however, as an additional, not its main content. Moreover, Gartner experts recommend dividing the planning of IT systems development into two separate documents - "IT strategy" and "Project implementation plan".
